On the program, the Chairperson of Nepal Kirat Kulung Bhasa Sanskriti Utthan Sangh (Kirat Kulu Guskham), Chandra Singh Kulung urged to all the human rights activists and human rights organizations to support for establishing the human rights of Kulung indigenous peoples. He disclosed that the institutions established for ensuring the rights of indigenous peoples be it government or non-government themselves are violating the human rights of Kulung community and others who have no access in power, policy and resources. Despite of such exclusionary behavior, he expressed that Kulung has received recognition of indigenous peoples from the 6 local governments because National Human Rights Commission of Nepal recommended to the Office of the Prime Minister and Council of Minister to implement the rights of indigenous peoples enshrined in the ILO Convention 169. Nepal is party of this Convention and obligatory to fulfill it.

Memorandum Submitted to the Inclusive Commisson Chair for Correction in the Report
Nepal Kirat Kulung Bhasa Sanskriti Utthan Sangh (Kirat Kulu Guskham) handed over a memorandum to Bishnumaya Ojha, the Acting Chairperson of the Inclusive Commission of Nepal on 15 April 2024 (2081-01-03). The memorandum drew attention to the false information about indigenous peoples submitted through a report called Nepalka Aadivasi: Pahichan ra Suchikarn-2080 to the Commission by Joint-Professor Dr. Tikaram Gautam. The memorandum also claimed that Gautam either did not study or ignored the report submitted by Anthropologist Prof. Dr. Om Gurung, Convenor of the High Level Task Force formed by the Government of Nepal for studying the communities who are demanding recognition by the State as indigenous peoples of Nepal. The Task Force clearly identified 81 communities, including the Kulung community, as eligible for recognition as indigenous peoples. Despite that, Dr. Gautam has recommended only 45 in his report, excluding the Kulung community.
The delegates were Ninam Lowatti-Vice-Chairperson, Dipendra Thoreppa-General Secretary, Ajay Alangkar-Secretary, and Members- Dilip Kumar Tomochha and Prem Bahadur Thimra.
